MALCOLM Turnbull is encouraging rivals for the Liberal leadership to leave federal politics to join state oppositions as the fallout from his leaked email continues to damage the party.

Mr Turnbull, the Opposition Treasury spokesman, admits sending an email warning Opposition Leader Brendan Nelson that his stance of cutting petrol tax was bad policy, but denies he was the source of the leak.

In another destablising move, Mr Turnbull had been urging potential leadership rivals - Joe Hockey in New South Wales and deputy Liberal leader Julie Bishop in Western Australia - to leave the frontbench and join their state oppositions, senior Liberals told The Australian.

However, such a move would unsettle the federal front bench and force more by-elections.

On Sunday night Dr Nelson rang Mr Turnbull and angrily accused him of leaking the damaging information.

The Opposition Leader has not yet moved to sack Mr Turnbull, but the Liberal Party was in turmoil yesterday, unable to mount any criticism of Wayne Swan`s first Budget despite rising anger from pensioners.

The latest Newspoll survey, conducted exclusively for The Australian last weekend, has found no bounce for the Government from the Budget, and satisfaction with Kevin Rudd as Prime Minister has dropped five points to 63 per cent, the lowest since parliament resumed this year.

And dissatisfaction with the Prime Minister hit a new high of 23 per cent, up six points from before the budget.

Despite the Budget`s failure to resonate with voters, Dr Nelson and Mr Turnbull attempted to avoid the media yesterday after their angry confrontation on Sunday night.

Their respective supporters claimed the other had leaked the politically damaging information.
